Windows 10 Insider Mobile build 14951 stuck at “0% downloading” for some

This afternoon, Microsoft released build 14951 to Fast Ring Insiders on both PC and Mobile, adding a number of features and updates including touchpad precision improvements, some nice updates to the camera app, the addition of “Stencils,” or quick ways to draw using a protractor and a ruler, and quite a bit more.

Only one problem, and that is that many Windows Insiders (including yours truly) have been unable to install the latest build on their Windows 10 Mobile devices, getting no further than a “Downloading updates 0%” notification in Update status:

Microsoft is aware of the problem, and is asking for Insiders similarly stuck to report the problem over at this Microsoft Community thread. So far there have been 52 recommendations for the thread and 18 replies, so at least it’s not just me.
