New chief of the Windows Insider program Dona Sarkar was quick to respond and suspected that there was a problem due to some branching changes.
We're doing a few branching changes. I suspect that's what's going on. I'll let you know once we're up again.

And today, Sarkar is now reporting that the problem has been corrected and Windows Insiders shouldn’t have a problem downloading Windows 10 build 14352.
Everyone should again have access to PC 14352. Thanks team. https://t.co/7XbefvIrVF

Windows 10 build 14352 launched nearly two weeks ago and brought new features like being able to use Windows Defender alongside other anti-malware programs, a new Groove Music build, and a preview of Hyper-V Containers. So if you are looking to specifically try out 14352 on your desktop PC, Windows Insiders should have no problem downloading it now.
