Because of some internal issues at Microsoft, some Insiders may have trouble getting the latest builds. Windows 10 users trying to install either Insider build 17046 or build 17025 (on the fast and slow ring, respectively) are receiving error code “80096004,” causing their installations to fail entirely. Additionally, attempting to download language packs or several other features is routinely resulting in failure.
FYI: Build 17046 (Fast) & Build 17025 (Slow) will fail with error code 80096004. Also: attempted downloads of language packs or additional Windows features (FODs) will also encounter an install failure. Details here: https://t.co/4eYZL8OhYI

Heads up if you're trying to install builds in the Fast & Slow rings. If you're already on the latest builds, you're good. https://t.co/kvxji2yRrH

Microsoft’s Brandon LeBlanc says that users who already have the latest builds installed shouldn’t encounter any issues, but people who haven’t upgraded yet may just have to wait until the next build rolls around. There was no mention of an imminent patch for this bug in Microsoft’s report, and Microsoft’s “mitigation/bypass” advice amounted to “simply wait for another build to be released.”
